That didn't work for me for some reason but with continued fiddling I found a solution. After moving to an apartment downtown I found myself unable to download on my phone even though I was on Wifi. This combo works! Very small files are downloading very slowly over Wifi but at least they're working. XYZ If the problem is now solved, write up what you did as an answer and then accept it.

Regardless of which device, once you find and open the file manager, use it to look for the Downloads folder and open it. There you will find your downloaded files in chronological order newest to oldest, in most cases. You can, however, change how the files are sorted. On the Downloads screen, you can switch between Thumbnail and List views. In online forums, a small minority of Google Pixel owners have reported an inability to find downloaded photos or files in the Files app.
